During a night dive

In Cebu, Philippines, near the shore, but with a kind of cliff it was around 7:30 at night and the depth was not exceeding 10 meters. Suddenly our light crossed these hundreds of underwater bugs. Look like small spermatozoide, right? I guess it is good food for some fishes but we were amazed by the speed of moves. Is there anyone who can help us to know what is this and where they are in the food chain?
